Discretionary Grant funds provide federal financial assistance to public or private agencies and private nonprofit organizations for the 29 purpose areas authorized by the Act. This assistance supports site-based demonstration programs that in view of previous research or experience are likely to be a success in more than one jurisdiction; projects that are national or multi-jurisdictional in scope; and many training and technical assistance initiatives. The Act prohibits the use of these funds for supplanting of state and local funds, land acquisition or construction projects. Note: This was only a one time Emergency Supplement in FY 2002. Funding provided shall be available only for allocation to state and local public safety entities for expenses for emergency preparedness equipment, training, and other public safety purposes in their jurisdictions.
